VP Binay eyes housing projects for Gensan
GENERAL SANTOS CITY (10 October 2014) – Vice President Jejomar Binay said he was eyeing General Santos City as one of the possible recipients of his housing and relocation projects.
During his visit to the city Monday (October 06) Binay talked with City Mayor Ronnel Rivera and indicated that the city can benefit from his housing projects.
As the Housing and Urban Development Coordinating Council (HUDCC) chairperson, Binay is also in charge of different housing agencies in the country such as the National Home Finance Corp (NHMFC), National Housing Authority (NHA), and Social Housing Finance Corp (SHFC).
From July 2010 up to June 2014, the HUDCC chair has erected a total of 581,959 houses for the poor and those who lost their homes from natural and man-made calamities.
Because of this, Mayor Rivera is setting high expectations that the city will also benefit from the housing projects of the Vice President.
“The proof that he came here (Gensan) is the reason why I am hopeful that we can receive housing projects and additional land titles for the city,” the mayor said in an interview.
“If realized, then it will be a great help to us in the local government since right now, we are dealing with the inadequacy of socialized housing projects and land titles,” he added.
The mayor also emphasized that the intervention of national offices is necessary for this to happen because the local government budget is limited.
As of now, the newest relocation site is the 40-hectare land in Bawing which is still in the land development stage.
General Santos City is the first stop of the four-day visitation of Binay to some Region 12 provinces.
Before he set off for his next destination, Mayor Rivera joined Vice President Binay in a traditional “breakfast boodle fight” at the heart of General Santos City Public Market.
The Vice President also commended Mayor Rivera for his leadership of the city made way for many changes in Gensan.

City Hall employees' P10 build classrooms
GENERAL SANTOS CITY (10 October 2014) – City Mayor Ronnel Rivera has called on City Hall employees to donate classrooms to public schools by giving P10 a month each.

Through the program “Sampung Piso Ko, Klasrum Mo”, LGU-GSC employees give P10 per month to General Santos City Government Employees Association (GSCGEA) for the construction of make-shift classrooms.
Because of this, a new classroom in Calumpang High School has been successfully built and was formally opened on October 3 in the presence of Mayor Rivera and City Hall department heads.
Fervi Tripoli, a teacher of the school, said she was delighted that they have new classrooms.
“Calumpang High School just started this June and we only have two make-shift classrooms that cater to 130 Grade 7 and Grade 8 students. With the addition of this new classroom from the local government, I’m sure we can add more students,” she said.
The make-shift classroom’s total cost is P110,000.
From the month of February to July, the GSCGEA was able to come up with only P78,000, but they still pursued the construction since the mayor donated P40,000 just to complete it. (Gensan CPIO/Ian John M. Lagare)

Smart, CNDR empower Gensan's disaster preparedness

GENERAL SANTOS CITY (04 October 2014) - Smart Communications in partnership with Corporate Network for Disaster Response (CNDR), Albay’s Provincial Disaster Coordinating Council (APDCC), and the City Disaster Risk Reduction and Management Council (CDRRMC) have conducted emergency drills in two barangays here in the city as part of the Noah’s Ark Project.
Barangay Baluan and Barangay South were subjected to a simultaneous warning and emergency drill on September 27 to test their capacities in disaster management after six months of training under the project.
Noah’s Ark project is an initiative by CNDR that aims to help different calamity-prone areas in the Philippines by capacitating comprehensive disaster preparedness and response trainings.
Founded in August 2010, a year after the catastrophic typhoon Ondoy struck the country, the project had already empowered many barangays in the country in terms of handling disasters.
Smart Communications has been aiding CNDR since then in their disaster preparedness endeavors.
Gensan is the second city to undergo the Noah’s Ark initiative, next to Malabon, since this project was originally focused on barangay-level training.
Nonetheless, the APDCC headed by its executive director Jukes Nuñez, has trained the 26 Barangay Disaster Risk Reduction and Management Councils (BDRRMC) for six months, starting March of this year.
They were taught how to respond to emergency situations by instilling human resource capacity, institutional capacity, and developing community participation.
The Noah’s Ark project has adopted the disaster plan and management of Albay since the province can attain “zero casualty” despite being usually hit by calamities.
The Noah’s Ark project has also enabled these BDRRMCs to have an uninterrupted and fast communication with CDRRMC through an updated info-board powered by Smart.
A Memorandum of Agreement (MOA) was signed last February 2014 between City Mayor Ronnel Rivera, CNDR, and Smart for the Noah’s Ark project.
Barangay Baluan and Barangay South were chosen by the CNDR to undergo the simultaneous emergency drill because the two barangays are disaster prone areas.
Baluan constantly experiences flooding as it is a “catch basin” of the rainwater coming from the hills of Olympog, Ligaya, and Conel. On the other hand, Barangay South is susceptible to disasters such as fires, earthquakes, and floods.
The disaster drill subjected the two barangays in realistic “worst case” scenarios to gauge how the BDRRMC and the city will respond to different settings. Barangay Baluan (rural area) simulated a flashflood incident and Barangay South (urban area), a coastal flooding.
The communities also took part in the drill. Hundreds of families participated while NGOs and public safety agencies were present.
On the other hand, the DepEd Gensan has allowed some public schools to serve as evacuation sites for the evacuated families. Many teachers also joined in the drill as the managers of the evacuation sites.
The evacuation sites were strategically managed. Each room is assigned for each purok affected by the disaster. They also installed lactating rooms for breastfeeding mothers, medical and treatment facilities, kitchens, and relief operation areas.
Both barangays restructured their BDRRMC by forming different core groups to man different tasks such as evacuation, security, relief operations, and transportation.
The barangay halls headed by their barangay captains served as the command posts for the drill. They were in constant communication with the CDRMMC and gave real-time updates and warnings.
Personnel from the CDRRMC and City Social and Welfare and Development Office (CSWDO) were delegated to each barangay to assist them in the disaster mitigation and response process.
The drill took off at 9:00and and ended by 12 noon. It was observed by Mayor Rivera, CNDR head Monet Flores, Smart Community Partnerships Head Darwin Flores, CDRRMC Action Officer Bong Dacera, other barangay representatives, and community stakeholders.
Mayor Rivera, upon observing the drill at Barangay Baluan, was amazed how the event has transpired.
“From the giving of advisories up to the evacuation process, everything was so smooth and synchronized. Even though this is just a drill, I can really see that everyone is serious about it. I guess we leveled up in terms of disaster preparedness,” the mayor expressed.
Dacera even joked that he can now “take a leave” after seeing that the BDRRMCs are now prepared.
A debriefing and post-assessment headed by Jukes Nunez took place after the drills. The two barangays received a high passing grade.
Arbaya Manibpil, 33, a resident of Purok Sarif Mucsin, Barangay Baluan has endured many floods in her stay in the area for the same number years also.
“I and my family have been here in Baluan for a long time already. If I would add the length of residency of grandmother here, then our clan has been staying here for 75 years now. And along those years, the flood has been with us,” Manibpil stated in vernacular.
“You can say that we became so used of the flooding, but still, we can never be accustomed of the fear of our lives and properties. There is one time that the posts of our house were drifted away to the sea because of the flood.”
“Sometimes, our bangkas (small fishing boats) would also sustain damage since the flood could bring large branches of trees and other solid materials. But above all, our palayan (rice fields) are the most affected when a flood occurs”
“It is really a blessing that we became a part of this Noah’s Ark Project. It is good to know that our barangay is now empowered when it comes in aiding us during the times of flooding.”
“I cannot thank enough the mayor, the CNDR, and Smart for bringing this project to us. We are hopeful that in the future, this project would really lessen the indemnities of the flood,” Manibpil ended.
The Manibpil family is one out of the 165 families in Baluan who participated in the emergency drill there.
Barangay Baluan experiences minor flooding as much as three times a year, especially when strong rains hit the city. It takes a week or two before the water levels would subside.
Mayor Rivera first met the team of CNDR and Smart Communications last December 2013 for the implementation of Noah’s Ark in Gensan.
The mayor, who just came from Tacloban after typhoon Yolanda, immediately expressed his approval and support to the project.
“I was awed on what happened in Tacloban. I do not want that to happen to our city that is why I am happy that we are chosen by the CNDR as the recipient of Noah’s Ark project,” the mayor said during the drill. (Gensan CPIO/Ian John M. Lagare)
Gensan farmers get crop-loss insurance from Mayor Rivera, GOCC

GENERAL SANTOS CITY (04 October 2014) - Local farmers of this city just got free insurance with the help of a Government Owned and Controlled Corporation (GOCC) and City Mayor Ronnel Rivera.
The Philippine Crop Insurance Corporation (PCIC) signed a Memorandum of Agreement (MOA) with Mayor Rivera on Thursday (October 2) about insuring the agricultural assets of farmers in the city.
Bonifacio Pales, PCIC regional manager, explained to the mayor the insurance programs that the PCIC is offering to the different LGUs in the country.
Among these insurance programs are the Rice and Corn Crop Insurance, High-Value Commercial Crop Insurance, Non-Crop Agricultural Asset Insurance, Livestock Insurance, and some Term Insurance Packages.
“We in the PCIC offers various insurance programs so that we can prevent crop and non-crop agricultural assets loss due to natural calamities such as typhoons, drought, floods, earthquakes, as well as plant disease and pest infestations,” Pales explained.
“But we cannot give such if we don’t have any implementing institutions as our partners because it would be hard for us to find the appropriate recipients for our program. In our case, the PCIC finds the local government unit of General Santos City a good partner.”
Mayor Rivera tasked City Agriculturist’s Office head Merlinda Donasco to be the partner of the PCIC in implementing the program.
“Usually, the farmers have to pay for the insurance they will acquire from us. But in General Santos City, we will be giving it for free,” Pales said.
“But there are different terms for each insurance program. For example, when a farmer is engaged in rice and crop production, we will cover his entire plant-to-harvest. If he is on swine production, we cover only the fattening period of the pigs,” he added.
Pales also pointed out that agricultural properties such as tractors, threshers, trailers, and commercial transport vehicles will be covered by the insurance.
Mayor Rivera gave his support to the program of the PCIC saying that this will help the local farmers in the city, especially those under the marginal line.
“This program will really help small farmers to avoid loss in their business. If a certain calamity or event will befall them, we can be sure that they can stand up again,” the mayor stated.
The program will start before the year ends.

Gensan Civil Registrar now fully automated

GENERAL SANTOS CITY (04 October 2014) - Transactions in the Local Civil Registrar (LCR) of the local government unit of General Santos City (LGU-GSC) is now easier, as the office processes are fully-automated.
The Information and Communication Technologies Division (ICTD) finally installed the Local Government Civil Registrar Information System (LG-CRIS) to LCR Thursday (October 2) which is expected to hasten and simplify the department’s processes and transactions.
City Mayor Ronnel Rivera, who was present during the installation of the LG-CRIS, expressed his delight for the full automation of LCR.
“The computerization of LCR is just a fulfillment of our desire to deliver government services fast and effective to the people. We have to upgrade so that we can deliver better outputs to our constituents here in the city,” the mayor said.
The LG-CRIS will specifically focus on the LCR’s data-banking, archiving, and document retrieval. The system will also allow all transactions in the office to be computerized.
Prior to the implementation of LG-CRIS, the office of LCR had used old typewriters in creating documents such as birth certificates and marriage certificates.
Their archives are all in paper and stored in cumbersome shelves and storage rooms, thus making data retrieval and banking more difficult.
Jen Gabayeron, Marriage Division head of LCR, divulged that their department is nearly running out of space for these documents to be stored, as they pile thousands of them every year.
“Aside from that, when we are trying to look for documents, it will really take us time since we have to scrutinize piles of paper before we can find them. Also it was really troublesome for us to use typewriters in making documents especially if we are catering to a lot of clients,” Gabayeron stated.
“Now that the LG-CRIS is here, we are now more confident that we can serve the people efficiently and effectively,” she added.
Currently, the LCR has a supplemental budget of P850,000 for the procurement of computers, printers, and scanners to complement the LG-CRIS.
Last September 1, during the birthday of the city mayor, the City Health Office also received their information system, making them the first office in the LGU-GSC to be fully automated. (Gensan CPIO/ Ian John M. Lagare)
