Primary school receives PTA donation


GENERAL SANTOS CITY  (15 March 2014) - The Bajo Primary School, a new school adjacent to the diversion road passing Barangay Conel, receives a PTA donation from City Mayor Ronnel Rivera Friday, March 14. New high school breaks ground in Calumpang


GENERAL SANTOS CITY (15 March 2014) - City Mayor Ronnel Rivera and newly-installed Schools Division Superintendent Gildo Mosqueda (in gray barong with sunglasses) lay the time capsule at the ground breaking for a new public high school in Opring Village, Barangay Calumpang Wednesday, March 12. GENSAN PROTECTOR: City peace and order plan institutionalized

GENERAL SANTOS CITY (15 March 2014) - City Mayor Ronnel Rivera revealed his security plan in the City Peace and Order Council (CPOC) meeting Tuesday (March 11).

The plan put a premium on efficient intelligence network organization, intelligence gathering; organizing barangay peace and order support groups; institutionalizing anti-drug campaigns and also institutionalizing legal and operational support for local law enforcement units

Atty. Arnel Zapatos, city administrator, dubbed the plan GENSAN PROTECTOR or Gen. Santos Peace Reinforcement Operations Towards Effective Community Over-all Response (GENSAN-PROTECTOR).

“Community participation is the key towards the most efficient way of achieving success in security measures,” Zapatos said during the proposal presentation.

Mayor Rivera said the plan was conceived based on the data from the General Santos City Police Office and findings culled from the Public Safety Summit.

The city mayor reiterated that he needs the “exceptional cooperation” of everyone especially in defensive and pro-active implementation of law enforcement.

Shining, Shimmering: General Santos on its diamond journey

GENERAL SANTOS CITY (14 March 2014) - “It is with the clearest knowledge and memory of our identity that we can forge unity among us. That we will know where we will embark our efforts to build a stronger community.”

These were the words of General Santos City Mayor Ronnel Rivera as he led the triumphant celebration of the multi-awarded Kalilangan Festival as part of its diamond (75th) founding anniversary.

This year’s festival theme, GenSan@75: Living the Culture, focused around the tri-people’s cultural heritage. It also honored the pioneers’ triumphs to form what would become a shining example of a city by the bay.

 The Grand Opening

The grand opening was headlined by a musical and dance extravaganza entitled “Kinang.”

The two hour non-stop cavalcade of songs and dances reflected the city’s journey from its humble beginnings towards its present standing as a highly urbanized city.

Spectacular play of lights and a tastefully done mix of indigenous and modern day music enticed residents and tourists. From shimmering rendition of diamond and silver visual effects, to nostalgic vignettes of historical video panorama and metaphoric dance drama, the production as a whole became a feast of sensory indulgence.

Directed by Edgar Cadiente, City Economic Management and Cooperative Development Office (CEMCDO) assistant department head, five acts reliving the seven decades of the city’s journey were showcased.

Authentic Filipino practices of pagsalubong or “welcoming” was staged including the indigenous people’s highland dances “lupang sagana” and Christian’s culture of piyesta and kundiman at harana.

The jovial cultural presentation that depicts pagsalubong segued to a re-enactment of the landing of General Paulino Santos to an upbeat marching transition.

General Santos was ordered by President Manuel Quezon to lead the first group of 200 migrants from Luzon and the Visayas to the primeval Lagao area of Mindanao in February 27, 1939.

Nostalgia filled the atmosphere after and further intensified by the reminiscing of people and the city’s history through a recorded video interview with the first settler’s kin shown on two panoramic screens, alternately played with a live serenade of classical ballads.

Among those interviewed was Leonie Natividad, 91 years old, who recounted how his father Don Paco told General Paulino Santos to dock at Buayan (now one of the barangays of GenSan) rather than in the shores of Davao because Buayan was still widely uninhabited then. The peaceful Muslim and Christian relationship was also mentioned by 91 year old Spanish-B’laan Mariana Olarte Lozano.

The dance and musical extravaganza moved from the more traditional and standard set of music into segmental jingles of 1940’s hit swing fever, Jailhouse Rock of Elvis Presley in 50s, the Beatles’ Love Me do in 60s, Michael Jackson’s Billie Jean in 70s and so on. This pace mirrored how the people of Dadiangas adapted and evolved through the course of time as indomitable people now continually bringing honor to the city.

The Leader's Plea 

Shortly after the presentation of city’s victories, 74 torches were lit and paraded on stage.

At this dramatic moment, Mayor Rivera began his message: “Revisiting the past would tell us that life had already flourished even before the arrival of General Santos in February 27, 1939. And we continue to thrive even after the establishment of the first settlement. Now, we become the product of a magnificent history that eventually gave us the name of General Santos City.”

With the inspiration and motivation brought by the city’s forefathers and ancestors and with the lessons learned from their history Mayor Rivera encouraged everyone through a challenge:

“To all resident of the city, be the eyes and ears of the government because you are the heart and soul of it.

To the local government unit and all public service, let us roll up our sleeves and get our hands dirty as we work on the things that need to be fixed.

To the business sector, continue becoming our ally in accelerating economic growth in the city.

To the peace and order units operating in the city, give me peace and order solutions.”

The crowd was silent, attentive to the leader’s plea for a vibrant, peaceful and progressive General Santos. And with that, he declared the 25thKalilangan festivities open and lit the 75th torch signifying the 75th year of the city’s journey.

Living the Culture

To achieve the convergence amid cultural divergence, inclusive participation and synchronization were the strategies of Mindanao State University (MSU) in co-managing the Kalilangan for the fourth time.

It featured an assortment of sports tournaments, cultural shows and gatherings, historical photo exhibits, agricultural fairs and special interest events.

 The three day series of tri-people day was a major highlight among others. Tri-people communities (Moro, Christians and indigenous people) were given a day each to showcase their customs and traditions.

The Moro communities on February 24 organized an activity called Pakaradjan, a Maguindanaon term which means Moro gathering. They showcased their cultural games, dances and practices such as the kadsipa sa manguis, Kambuyang (fan dance), Kanduli Kadadatuan, Kulintangan, Sagayan Unta-Unta.

This whole day activity was attended by various Moro communities especially the Maguindanaons and other prominent Moro families. Moro delicacies were also shared to the Christians and Lumads bringing in a spirit of convergence. 

Meanwhile, on February 25 everyone joined the cheerful Piyestahan arranged by Christians. Various barangays and schools competed in lutong piyesta, laro ng lahi, gabi ng rondalya, katutubong sayawan, haranahan and baylehan.

Watching the haranahan with its folk strums Matud Nila (an old Visayan song) would indeed bring one back to the old days where villagers would gather at night and pamper their self in a splendid acoustic, sentimental evening.


On the next day, the indigenous people (IP) communities especially the Blaan tribe also exhibited their customs and traditions through an IP gathering called Kastifun which aimed to depict the significant contribution of the Blaan people, as one of the original and native settlers of the city.

Catching chicken or the damluanok, traditional eating (memu k’naan) and IP traditional attire parade (kalyak dad libonnalage) were the highlights of their activity.

Along with these, an agricultural fair was also held where it exhibited various bahay kubo or nipa huts.

It housed prime products of GenSan such as (bulad) dried fish, (bagoong) shrimp paste, and wide varieties of farm harvests.

Hopping around bahay kubo with the indigenous songs on the background would definitely give one a good Kalilangan experience. The carabao-drawn cart (karitela) was also an attraction as it was displayed and available for use.

The revival of karitela, bahay kubo, piyestahan, kastifun and pakaradjan brought colorful and cheerful precision of identity among Henerals.

Splendid Culmination

However, Kalilangan celebration would not be complete without the commemoration of the arrival of General Paulino Santos in 1939 along with the 67 settlers and his administrative staff via S.S. Basilan ship.

This historical event which happened 75 years ago was remembered through the traditional Parada ng lahi: Kadena de amor on an early Thursday morning of February 27. Sons and daughters of city pioneers led by City Mayor Ronnel Rivera and his wife Jane Rivera paraded from General Paulino Santo’s landing site down to the city’s oldest streets, Acharon Boulevard and Pioneer Avenue.

Dressed in cultural and ethnic attires, employees from department of education and General Santos local government unit portrayed the hospitality of the tri-people. A 21 gun salute was then executed to give honor to General Santos and his wife Elisa Angeles Santos.

“I really put high value on this event because it helps me cherish my origin and past,” says Zenaida Cabiguin Naguio, president of the Senior Citizens Association of General Santos City.

The tribute to Geneneral Paulino Santos’ arrival intensified before sundown as meaningful colors and beats dashed off the city’s urban roads with the (Kasadyagan sa Buyang) street-dancing competition. Participating contingents showcased a depiction of tri-people’s warm salubong or welcome to General Santos and a creative integration of Kambuyang or the iconic fan of Kalilangan that represents friendship and camaraderie. 

The sun rested with the loud ethnic beat in the air and people’s eyes consistently struck in awe of the majestic street dancing performances, all the urban bustles suddenly froze attending on this grandiose revelry.

Many realized that witnessing the 75th anniversary of their hometown was a privilege. Hence, numbers of people continuously troop down the Oval Grounds to join in the town’s merriment.

At the count of ten, a spectacular 20 minute dazzling fireworks punctuated the February 17 to 27 diamond founding anniversary festivities, leaving everyone a sense of completion of their identity as Henerals.


Seventy Five Years and On

Looking at seventy-five years of journey, General Santos City has truly come far. One could not help but simply be amazed at how this southern city evolved as indomitable, competitive home of the champions. 

Behind the success of many famous personalities, rapid rise of buildings, influx of people is perhaps the city’s modest, simplistic and flamboyant vibe.

In the challenges it overcame, resiliency and solidarity shined as innate strengths of Henerals.

Mayor Rivera said he wants to embark together with all the residents of the city towards creating a livable environment for all towards nation building.

 Rivera saw that General Paulino Santos’ vision successfully passed on from generation to generation, leaders to leaders. As it gears forward to another year, the mayor believes that the city must continuously press towards a direction that is clear to all.

A direction where everyone has a part in creating a prosperous city that will endure.

A direction where all those behind them would find and see that this decade made remarkable breakthroughs

Young General qualifies for 2015 SEA Games

GENERAL SANTOS CITY (12 March 2014)  - A young General or resident of this city successfully aced a slot to participate in the 28th South East Asian (SEA) Games this coming 2015 after hurdling tryouts by the Philippine Sports Commission (PSC).

Reynaldo Templado Jr., 14 years old and a student of General Santos City National High School, was chosen by the PSC to be a part of the table tennis team that will represent the Philippines at the SEA Games.

The young paddler was invited by the PSC to join their tryouts after reviewing his successive victories in simultaneous table tennis competitions.

Despite his young age, the PSC invited Templado to participate in the upcoming SEA games.   

Templado will play in the boy’s singles event during the SEA Games.

On record, Templado has already proven his table tennis skills by topping various competitions such as the 5th Araw ng Dabaw Sportsfest 2012 Table Tennis Tournament where he won first place in the boys’ under-12 category.

In the recent Batang Pinoy National Finals 2013, the young Templado secured the silver medal in boy’s singles event.

Lady Margarette Manalo, sports officer of the City Mayor's Office-Sports Division (CMO-SD) said that Templado will be flying back to GenSan this second week of March to have a courtesy call with City Mayor Ronnel Rivera.

Manalo said that through the effort of Mayor Rivera, the city government has allocated an estimated amount of P7 million to subsidize athletes like Templado.

She said through that budget, many athletes of the city have already brought honor to GenSan such as of Marvin Sonsona who won the WBO International Featherweight Division; and the recently concluded SOCSKSARGEN Region Athletic Association Meet where GenSan players were hailed as the Overall Champions. GenSan's first lady face of Women's Day Celebration

GENERAL SANTOS CITY (12 March 2014)  – With her undeniable grace, charm and warm smile, General Santos City’s very own first lady Jane Gollon-Rivera led the city government in the celebration of the International Women's Day.

She is also chairperson of the GenSan Tourism Council which spearheaded the Paskuhan sa Gensan 2013, Tuna Festival 2013, the recent Kalilangan 2014 and many more.

In her speech on March 8, she highlighted the value of addressing timely issues regarding women's empowerment and the roles they should take as equal members of the society.

Ma’am Jane or Ms Jane as she is affectionately called also condemned the ill cases of women's abuse, women's trafficking, and the conventional perception of women as "only second to men."

She also encouraged the participating women from different sectors, organizations and barangays in the city to take a stand against issues concerning women’s rights since it is only through the collective effort of every woman that these concerns are solved.

"As a woman, we have to do more. And there is nothing wrong with it. It is natural for us to do these, because together, we can do it,” Gollon - Rivera stressed.

The theme for this year's celebration of women's day is "Inspiring Change" to encourage advocacy for women's advancement and to address the challenge of inspiring positive change to the status quo of women's equality and vigilance.

During the event, Ms Jane, City Councilor Shandee Llido Pestano and City Population and Management Office acting head Erline Grafilo recognized outstanding women who are doing traditional men's job.

One of them is Hilda Tianchon, 49 years old and a resident of barangay Baluan, who currently works as a forklift and steamroller or pison driver.

"I entered in the job simply because I want to fend for my two children and I am proud that I can do what men can do. I am not ashamed of it," Tianchon said.

CENRO, WMO clean GenSan's public market

GENERAL SANTOS CITY (12 March 2014) - GenSan's Public Market got a major housekeeping through a clean-up drive courtesy of the City Environment and Natural Resources Office (CENRO) and Waste Management Office (WMO).

Personnel from the Public Service Division (PSD) of the combined CENRO and WMO launched a cleaning operation at the fish section of the city public market after it was deemed to be the "dirtiest" of all the areas.

CENRO and WMO head Val Lastimoso is among the cleaners.

Lastimoso, who assumed the head position of the two offices a month ago thru the mandate of City Mayor Ronnel Rivera, said that one of program he eyed is to make the public market clean and safe from contamination.

Lastimoso said fish innards, flesh and scales were left stuck in the canals. Blood, mud, residue and garbage caused the awful smell in the said section.

He admitted that it has been a while since the public market was cleaned thoroughly which can be a cause for alarm for public consumers.

With the coordination of the federation officials of the Public Market Vendors Association, all vendors in the section were required to remove unnecessary materials in their stand such as fish boxes to expedite the cleaning.

At the end of the day, pay loaders were needed to remove the collected thrash.

Right after the manual cleaning, volunteers from the Fire Brigade sprayed water over the area to thoroughly remove stubborn dirt.

The area was then disinfected using chemical deodorizers.

DOLE, LGU-GSC conduct first SPES Jobs Fair

GENERAL SANTOS CITY (12 March 2014)  – Around 4,000 students enrolled in secondary, tertiary and vocational schools in the city flocked to the first Special Program for the Employment of Students (SPES) Jobs Fair held Tuesday (March 11) at Lagao Gymnasium.

The SPES Jobs Fair was organized by the Department of Labor and Employment (DOLE), Public Employment and Services Office (PESO) and the City Mayor's Office (CMO) of General Santos City (LGU-GSC).

City Mayor Ronnel Rivera visited the jobs fair giving encouragement to hopeful jobseekers.

"I am really happy to see you all today. Not only did you show your interest in finishing your studies but you also showed your interest in helping your families," Rivera told the students.

Rivera also disclosed the undertakings of the current local administration in shaping a better educational system in the city that would gear up students for better job opportunities here and abroad.

"As of now, we have the Alay sa Kabataang Generals Lahat ng Alaga at Talino (AKLAT) Office to consolidate various educational programs such as the implementation of Early Childhood Care and Development Initiative (ECCDI) of the national government in every daycare center. And we also opened GenSan for the entry of the University of Sto. Tomas which can raise the bar for the standards of higher education," Rivera said.

He added that he will soon launch a project that will address the 352 lacking classrooms in the city’s public schools.

Patricio Blanza, DOLE GenSan field director, thanked the city mayor for extending his support to the first SPES Jobs Fair.

"It is the first time for the SPES to have a national-scoped jobs fair and I thank the mayor for it. We want to make this a pilot model for the whole country," Blanza said.

Blanza also thanked the participation of various private companies to help some of the deserving students in their finances.

In the SPES Jobs Fair, there are 13 participating private firms namely Alliance Select, ANR, Centro Services, Fitmart, Gaisano Mall, GenPack Corporation, Neumarine, Phil. Cinmic, Rak and Aco Gen. & Allied Services, Rojon Pharmacy, Southern Philippines Power Corporation, TSP Marine Industries and Goldenstate.

All in all, they can provide at least 900 summer jobs for 45 days with the corresponding minimum wage of P270 per day.

Mayor Rivera also said the city has opened more than 1,400 available positions for summer employment with daily wage of P230.

For the compensation of the students, the DOLE will provide a counterpart budget that will supplement 40% of their salaries, while 60% will come from the LGU-GSC and the said private companies.

Due to the successful result, Mayor Rivera has asked DOLE and PESO to conduct a second wave of SPES Jobs Fair to cater to more interested students.

To apply for SPES, students/out-of-school youths must be at least 15 years old but not more than 25 years old; he/she must be enrolled this school year (in-school) or if not, must have the intention to enroll next school year (OSY); the annual income of parents must not exceed P143, 000; and must possess office skills or skills required by their employer. Mayor Rivera visits schools in city outskirts

Blaan children receive presents from Mayor Rivera

GENERAL SANTOS CITY (10 March 2014)  - City Mayor Ronnel Rivera led a team to the far-flung purok Daan Banwang in Barangay Upper Labay Friday (March 07) to visit pupils composed mostly of children from the Blaan tribe.

The mayor accompanied by the Ronnel C. Rivera (RCR) Foundation members crossed four rivers and traveled along cliff roads about 40 to 60 meters high to fulfill his monthly Parent Teachers Association donation advocacy.

Mayor Rivera’s team was warmly welcomed by the students of Daan Banwang Elementary School and Almatak Elementary School— the beneficiary of the project.

Daan Banwang principal Joel Penagunda said that the mayor and the RCR Foundation already shouldered the expenses of the 74 students from Daan Banwang and 57 from Almatak for the whole year.

The payment came from the mayor’s salary as chief executive of the city. Ever since he was elected as city councilor and even now as the city mayor, Rivera has been donating his salary to PTAs or schools in the city.

Aside from the PTA donation, the children also received small presents from Mayor Rivera in the form of candies, biscuits and packed juices.

In his speech, Rivera said that he makes it a point to set aside time from his busy schedule to personally see the situation of school children in the city.

Goldenstate College, City Hall conduct jobs fair

GENERAL SANTOS CITY (10 March 2014)  - Thousands of jobseekers flooded the KCC Convention Center on Friday (March 07) for the 8th Annual Jobs Fair organized by Goldenstate College Inc. in partnership with the city government and other government agencies. 

According to Josie Yap-Tirador, Goldenstate College Inc. president, there were 76 private companies who participated in the jobs fair this year offering various job opportunities.

She added that she is thankful to City Mayor Ronnel Rivera in his effort to attract more investors to come into the city by creating a healthy business atmosphere.

Mayor Rivera came to the jobs fair to discuss to the jobseekers and other stakeholders the direction of the current administration is taking to mitigate the unemployment rate and other economic concerns as a whole.

In the "CLEAN GenSan" (Creating a Livable Environment for All Generals towards Nation building) platform, Mayor Rivera said that one of his aims is to help the city's economy through various non-traditional means such as the amendment of GenSan's investment code, involvement in Public-Private Partnerships (PPP) and linkage with various business and economic stakeholders in the city. 

Rivera also bared that in the coming ASEAN Integration in 2015, he would showcase GenSan as an economic and strategic entry point in the south.

Tirador explained that the jobs fair is an exercise of accountability to address the unemployment problem of the country.

A survey by the Social Weather Stations (SWS) had found out that as of February 2014, the unemployment rate of the country has risen to 27.5% or 12.1 million.

Tirador said that in GenSan alone, there are an estimated 7,000 fresh college graduates every year and their employment is a looming issue being addressed with the help of government agencies, non-government organizations and private companies.

City Mayor mulls over biogas technology for added power

Canadian doctors donate equipment, hold medical mission

For optimum health assistance to his constituents, Mayor Rivera through the RD Foundation tapped the foreign organization to help him address public heath care needs. Aside from medical equipment donation, a 10-day medical mission was done by CMMS doctors benefiting patients in GenSan with major surgeries at Mindanao Medical Center on February 24-March 07.
